We experienced that bad track many times and still experiencing.
1-Many players dont know how that track is, mostly newcomers have no idea what to vote.
2-Transform's checkpoint dice is not compactible with hilly roads, players have to climb with their rolled cars. Some ppl can get a fast AWD like Vagrant, but a slow af vehicle like Post OP van, Trashmaster etc. Which locks the whole race, and many players have to leave.
