The Rims are behind a 35 dollar paywall now.
They used to be accessible by having your car reach around level 30.
The whole community feels that the rims should go back to the way they used to be via leveling up your car or buying the Max Vehicle Level perk and NOT by buying the "Elite" Rank for $35/m.
The Rims are an Add-On that can be downloaded for free at https://www.gta5-mods.com/vehicles/lore-friendly-neon-wheel-pack-sp-fivem-add-on
so I don't believe that they should be paid for ._.
