[DENIED] Increase amount of laps for circuit time trial maps

Increase the amount of laps in circuit type races on the time trial server from 3 to 4.

I've noticed when racing on the time trial maps that on lap 1 I learn the track, get a feel for it; on lap 2 I refine my driving, try to be a bit more risky and go cleaner racing lines; and on lap 3 I usually have some crash since I try to go even riskier and tighter racing lines. I suspect other pro racers are experiencing the same thing.
A fourth lap would be helpful as we can learn from that mistake in lap 3 and drive an even faster time after, without needing to wait for the track to appear again in the selection.
