[DENIED] Let officers create party servers

Currently, only the party leader can host party servers and since they cant be online 24/7, the other party members will need to play on the public servers, "without" being able to play the games they want. Letting oficers create party servers will give the playerbase a more diverse playing experience. I would limit the max officers per party to 5 tho.
Additionally, when the current host tries to leave, they will be asked to first select a new party host from the current players in the party server. If they dont do that, the host status will automatically go to the player with the highest rank.
