Right now, if all the people in a race do not vote to skip the map animation where they show you the track, the sequence will not skip.
I suggest setting a certain percentage of people is required to skip instead of 100%, I think about 50-75% of skip votes should be ok but feel free to adjust the numbers as you wish. Or even a whole number but that is less flexible.
