[DENIED] Seatbelt Option in Freemode

Add a "Seatbelt" on and off toggle so we can choose whether when crashing at high speeds, we can get launched from the windshield of the car or not.

This will make heavy vehicles made to ram, like the Sasquatch, actually usable like they're meant to.
