[DENIED] NPC Spawning

Would it possible to disable NPCs spawning in freemode, only in certain locations? There are some dirt roads that my friends and I like to race on, and there's always bikers and hikers in the way. This would not generally affect gameplay as these roads are rarely traversed except for the purpose of rally racing. This would include Raton Canyon and the roads surrounding the Land Act Dam.

just to clarify, Im not asking for them to remove ALL npcs, only on like 3 dirt roads that nobody ever uses.
