[ACCEPTED] Busted Sandy Variant

Make a Busted variant, where the players start in the prison (instead of robbery its an escape) and have to escape either at the military base or grapeseed.
There should be mostly offroad cars, maybe even remove them from the city one.

Also make classes for Busted. Slower cars for crim and police to make lesser used cars more relevant.
