Workable Vehicle Scoops

I don't find it fair that the Brickade 6x6's scoop works like a scoop during sumo but other vehicles like the Rebel Custom or the Speedo Customs scoops don't work like a scoop. Maybe the Rebel Custom is fine the way it is or maybe it isn't, but the Speedo Custom is very weak when it comes to sumo. So why not make the Speedo Custom's scoop work like a scoop, that way it can be a bit stronger during sumo? The same goes with every other vehicle that has an equipable scoop.
